About WFS-CCM: Facts for Parents on Child Care Management Services
 

What is CCM?

Direct Child Care Management Services (CCM) helps families find and afford quality child care. CCM is funded by the Texas Workforce Commission (TWC) and managed by 27 contractors across the state.

Who Can Use CCM?

Anyone who qualifies for TWC-paid child care can use CCM. Parents who need help paying for child care so they can go to work, school or vocational training programs may be eligible, including:

  • Parents receiving Temporary Assistance to Needy Families (TANF);
  • Working parents who have recently stopped receiving TANF; and
  • Low-income working parents who need help paying for child care so they can keep working.

Where Do I Start?

If you need child care and think you are eligible for CCM, contact the CCM agency in your area. A CCM client services worker will help you find out if you qualify and if funding is available to pay for your child's care. If you are receiving TANF and are eligible for child care, your caseworker may refer you to CCM.

How Can CCM Help Me?

CCMS has a computer list of licensed child care facilities and registered family homes in your area that have signed agreements to provide TWC-paid child care. The computer list includes detailed information about the child care providers, including locations, hours, fees, ages of children accepted, and special services. A CCM client services worker will ask you questions about yourself and your child, such as where you live and work, your child's age, the hours your child will need care, whether your child will need transportation or any special services, and whether you prefer a child care center or a family home. The worker will enter that information on a computer and give you a list of child care providers in your area who meet your family's needs. You can then look into the places on the list and tell the CCM worker which one you choose.

How Are Payments Handled?

CCM will pay the child care center or home each month for you child's care. You may be required to pay part of the cost. If so, you will pay it to the center or home. CCM will monitor your child's attendance. If your child has too many absences or the care is misused, TWC may stop paying for it.

Will I Be On a Waiting List?

If funding is not available, your name will be placed on a central computerized waiting list. the computer will search the list each night and notify you when funding has become available. CCM also keeps a waiting list for families who are already receiving TWC-paid care but would like to switch to particular providers when they have openings.

Can I Arrange Child Care Myself?

You may be able to choose a child care provider not on the CCM computer list, including a relative of your child. A CCM client services worker can tell you if you are eligible. If you choose an eligible child care provider no on the CCM computer list, CCM will pay the provider directly. You will be responsible for any other legal requirements related to hiring the provider.

What Are My Rights?

TWC assistance and services are available to any eligible person without regard to age, race, color, religion, sex, disability, national origin, or political belief. If you feel that you have been discriminated against, you may complain to the TWC Civil Rights Department.
